I've had it drop 3 times by now, i don't think i even bought it when he sold it that time, but it can and will drop from packages.

Do rolls change from week to week if you let an order sit, even if the gun isn't sold the next week?

Yes they do, you get 3 new rolls each week until you decide to accept one weapon.

It'll come back once... Well, it should... ^_^ Also be sure to check the possible perks on the weapon's table (on PlanetDestiny Database) so you don't wait on a perk that actually can't drop.
