Does variks still canonically have his elder cipher or not?
In the link provided, There is a quest from destiny 1 titled "The Elder Cipher" Which happens to be the name of the device used to transform your normal eliksni, to a Kell. It drops from Prison of Elders bosses, which some are very ancient fallen, like Skolas, and (while not a boss in the prison of elders, were some of the most dangerous "eliksni" that the prison had) The Scorn. Any of those could've had an elder cipher on them when they were imprisoned within the Prison of Elders.
