Back when Shadowkeep first released, I switched over from my PS4 to my PC. My characters and everything switched over, that much is fine, and the majority of the content switched over as well. The only issue is that I don't seem to have access to the Forsaken DLC, despite owning it on PS4 and playing through the majority of it. I took a long break from Destiny 2, and am recently getting back into it with all of the hype for the new expansion coming out in September. If anyone can help me with this issue, please let me know! :)
