After spending more time than i want to admit trying to fix my hrdr issues with the same on my side due to rooms being too dark, colors not looking good, etc I ran into this fun little "glitch".

When you have the black level set to the right spot (you know, where black is a shade and not a solid blanket color) you get this static effect for whatever reason. If you drop below this point everything is crushed.
SO, if you are like me and have this issue, note that it is not you, it is the game. You have to jump through hoops to get the game to look better in hdr. which is the following.
Turn off hdr.
Go into the game and set the brightness to 3 or 4
Quit the game
Turn on hdr
Go into the game and set white point to whatever it tells you
DO NOT SET BLACK POINT BELOW 50%
Laugh at how stupid hdr is in this game
