I can't do anything in the tower. I spawn in, none of the vendors are there, I boot back out to orbit with a lettuce error.

According to my Xbox detailed network statistics:

DL speed 761.11 Mbps
UL speed 194.19 Mbps
0% packet loss
16 ms latency
Is there a server issue going on?

And does this error happen every single time you load into the Tower or does it happen randomly? There have been many reports about this and Cabbage errors happening with players since Cross-Save was introduced and it is a known issue.
