I moved my characters from Bnet when the Bungie told everyone that had the game they could transfer their progress and characters to steam, on the page it said that my characters were moved and each time I checked before October 1st, on the PCMove page I always had the same "Your progress has been transferred" type of message. On October 1st when I logged in on steam, my account had a Hunter 750 and none of my characters were present and none of my progress was brought.
