Hey looking for help since I'm at a loss with this one. Just upgraded to a new pc from an already decent pc (will put both systems below) but somehow am getting considerably worse performance. In the old system i would get a consistent 100fps with no stuttering, but on the new one it varies from 50-90 and stutters slightly (not badly, but noticeably). As far as I am aware, this system should have absolutely no issues. Both systems run on windows 10 and do have the latest nvidia drivers (which i have tried reinstalling). I play at 1440p.
Old system:
-Intel Core i7-7700K 4.2 GHz Quad-Core Processor (be quiet! Pure Rock Slim 35.14 CFM CPU Cooler)
-Gigabyte GA-Z270-HD3P ATX LGA1151 Motherboard
-Corsair Vengeance LPX 32 GB (2 x 16 GB) DDR4-2400 Memory

New system:
-Intel Core i9-9900K 3.6 GHz 8-Core Processor overclocked to 4.7 GHz (Corsair H100i RGB PLATINUM 75 CFM Liquid CPU Cooler)
-Asus ROG MAXIMUS XI HERO (WI-FI) ATX LGA1151 Motherboard
-Corsair Vengeance RGB Pro 32 GB (4 x 8 GB) DDR4-3600 Memory
-Corsair MP600 Force Series Gen4 1 TB M.2-2280 NVME Solid State Drive
-EVGA GeForce RTX 2080 Ti 11 GB FTW3 ULTRA GAMING Video Card
-Corsair HX Platinum 850 W 80+ Platinum Certified Fully Modular ATX Power Supply
Both were tested with high preset and the old system performed better, while regardless of preset or resolution the new system performed the same. I have tried other games on this system; SWBF2 ran on max settings with no issues (it hit the 145fps cap i set), as did Overwatch. Control ran max settings with RTX enabled and DLSS set the render resolution just below 1080p.
In task manager the usage for cpu/gpu is 30%/50% respectively.
Any ideas for a fix? I'm out of ideas.
EDIT: Uninstalling iCUE alone didn't fix the issue (as posted elsewhere), but doing a fresh install of the game then fixed the issue.

Try swapping parts around see if you see a performance difference on the new PC.
