Frame's are jumping all around - Believing that there is a memory issue

I know there is only 8gb of memory, but its not the traditional "Lag".
Using GTX1080 and i7 6700k (as seen in the dxdiag)
is this related to https://www.bungie.net/en/Forums/Post/251611453?sort=0&page=0&path=1 ?
Frames get better the longer loaded in a certain area.
