Your rate of exotic drop stacks increasingly every time you do activity until you get an exotic, then it resets.
Example
5% base drop rate of an exotic in a heroic strike. If the end reward does not gift you an exotic, the next time you do one it's 10%. The time after is 15% and so on.
This means you are eventually guaranteed a reward for your time, but it may drop sooner based on chance.
Done. I fixed your game, Bungie. My advice is free.
To anyone who thinks that makes exotics too easy to get, you fix that by leaving some exotics in the loot pool, but others come from specific events like quests or raid bosses. Done.

Or they come from quests. and it doesn't matter if some are harder to do, b/c if the loot is good the satisfaction and reward justifies the trouble. Y1 thorn + Bad juju

That is the base mechanic of 3oc in D1. Not saying it's those numbers but it was that system. It wasn't broke bit they fixed it anyway.

Change it so each activity increases it by 0.5 percent each time and you might not break exotics

It wouldn't break exotics. They're crap any way. It shouldn't take you more than 3-4 hours of grinding to get one exotic.

If it was this way, I would say limit it to one 3oC per week. People could easily get 4 or more exotics per day the way you have it set.

Yeah. That works. Or 1 per character per week. Until you get the exotic then the effec wears off.
