Bungie cannot process or control refunds as they are not a retailer.
The only place you can get a refund from is the retailer you purchased from.

I just had a Microsoft rep tell me that they couldn't process my refund because Bungie had issued a hold on all further refunds until their investigation had finished

I need @bungie to allow them to issue more refunds, they were allowed at first but once @bungie took notice of the refunds they stopped them from issuing more. Is there any way I can contact a @bungie representative?

As a spoiler, there are federal copyright laws that virtually prohibit refunds on intellectual property (video games, music, movies, etc). If you go to a store and buy physical copies, retailers can simply exchange opened games for the same game but are prohibited from simply refunding the game. Due to the nature of digitally purchasing games, Microsoft and xbox store typically have no refunds. And that is very clearly stated on the purchase pages too. Soooo. No refund for you, and whoever you talked to at Microsoft gave you a hot load of garbage so you’d stop asking them.

Unfortunately not. Bungie won’t comment on refunds as they don’t control them. I’m sorry but all you can do is wait on Microsoft.

Is there any statement from @Bungie regarding why they issued a halt to refunds? Because the Account Manager told me that the issue was with @Bungie not allowing them to issue refunds

As has been stated multiple times, Bungie has no control over retailer transactions and their refund policy and practice. You'll not hear -anything- from Bungie concerning refunds as they don't do -anything- with refunds. Having a rep tell you that Bungie is in control of the refund process means the rep was just saying something to try and get you to stop talking to them. Bungie isn't a retailer; Bungie doesn't release games directly to players; they do so through retail outlets. Microsoft's online store is one such retailer. Microsoft sold you the game, not Bungie, and if Microsoft told you they can't give a refund at this time, then all you can do is wait. Expecting Bungie to comment on it is pointless because, again, Bungie doesn't deal with sales or refunds at all, period, whatsoever, in concerns to the consumer. Bungie can't stop a retailer form issuing a refund directly; that's entirely in the retailer's hands.

That's just a hold on refunds per Microsoft's refund policy concerning when games update. That's nothing to do with a hold Bungie placed, you're just misinterpreting what was said. Microsoft has put a hold on refunds after the update (as many people tend to start suddenly asking for refunds on base games after updates, so it makes sense that Microsoft would put a temporary hold on such, as players may decide shortly thereafter that they regret asking for a refund). That's a Microsoft thing, not a Bungie thing. You'll just have to wait.

As others have said, Bungie won't do anything with refunds. You're going to have to wait it out until Microsoft is allowed to refund you. Really 0 point in going back and forth when nothing more can be done at this point.

I am not seeking a refund from @bungie, I am expressing my distaste with @bungie and how they are handling this entire debacle. I know doing this isn't going to get the attention of @bungie directly but it may bring this issue up to players who don't know about it yet
