I chose the NM for the lore aspect. It helps that they've the best weapons on top of that and I do like Red & White but first thing on the list is and has always been "who has the best goals in-mind". Now while the Tenets may be in typical fashion for what you expect from a Dystopian society there are VERY crucial differences!
1. To secure our walls against the enemy without. 2. To secure the rights and liberties of every upstanding citizen. 3. To sponsor the sciences of the City, and to salvage the ruins beyond, so that our Golden Age might be reborn. 4. To support the Guardian Orders by leading the City in technological innovation. 5. To support the natural harmony of the City, and to actively dissuade any group or individual that might disrupt that harmony. 6. To hold all individuals, compacts, and alliances to the highest standards of productivity and right behavior. 7. To, by vote of the Consensus, abolish the Consensus, and transfer ultimate power, in order that the rights and liberties of all citizens be secured, to a single sovereign of unimpeachable character.
-Note, tenets are placed in order of priority First thing off the bat and is the main front of their goal is to kick ass, then it's to kickstart the next Golden Age, only there-after will by VOTE of the consensus (by the voice of the oligarchy) will they hope to persuade the Consensus to abolish itself and find a proper means to determine an individual worthy of lordship. Here's where we get to the controversy, who's to say what "right behavior" is among various other bits within these Tenets? Well, let's look at how the New Monarchy bases it's principles: It's all about the People, their voice, their thoughts, their concerns. The second & seventh Tenet (the second being immediately there-after Humanity's unthreatened, too early for too much internal influence) highlight this. Not to mention their current Armor:
Speak with the voice of the people, or prepare to face them

This we pledge: to die for your right to be heard.

They will know you fight not for yourself, but for the people's will.
I could keep going into the complexities, but note that even if their "Monarch" does actually get agreed upon by the Consensus (consisting of the Vanguard, certain Crucible staff, and other high-&-mighty figures with the Speaker as an advisor, all-in-all highly doubtful as Zavala himself has already declined) and that that individual DOES become corrupt Humanity will repeat its history and he will be dethroned by force if necessary, in which case I'd happily chip-in. But ALL of that would happen after the next Golden Age has begun and Humanity has made strong benefit. That's nothing to complain about. Especially when we have a group of Cultists sponsored by NERF who wish only for the guarantee of conflict at timely intervals while withholding secrets that could be of great benefit to The City. Or those defeatists who want to go on a journey of infinite escapism (which is truly hilarious to consider as a viable strategy). TL;DR In the end, the most likely scenario is: 1) New Monarchy plays quite the hand in defending the City and maintaining its supply lines. 2) They prove a huge benefactor in regaining what was lost in the wars there-from. 3) They start either getting a little too cocky and get put-down, or stay humble 4.a) They get fiesty and every Guardian who's ever supported them points their guns back at 'em, the end. 4.b) They gain good standing with the citizens of the City and things go smoothly 5.a) Guy gets in power and becomes corrupt, Humanity over throws king, still profits from still being alive after The Darkness' shenanigans and Humanities' continued Golden Age. 5.b) Consensus doesn't give him power 5.c) Compromise is made and voila we have Britain 2.0
