Some clarification:
In February 2013, it was announced that Sony and Bungie/Activision are in a long term partnership for their new project Destiny. This has been known for nearly two years, and this is part of that partnership agreement - which is also why there was a public Destiny Alpha, exclusive for PlayStation Gamers, and the Beta was on PlayStation before Xbox, not to mention the preorder timed exclusives available first on PlayStation.
For the article you're referring to, this is another branch of that agreement. Again, this was announced back in February of 2013, this is just following suit. You can view the video I linked above if you want to watch it yourself.

Again it isn't the exclusive. It is the fact I am paying the same price for DLC with less content on the XBOX. What Bungie is saying is that the price for XBOX DLC is the same as Playstation DLC even with less content. The math doesn't add up; it is like buying one hamburger for the price of two when the guy beside just got a two for one deal.

I've noticed he posted this same exact text in another thread. Sorry this doesn't answer your question, bad thing about it he didn't deny that PS4 DLC indeed has 'more' content than XBox...which I understand exclusive content...but entire parts of the game? I can understand cool shaders, ships, sparrows, consumables, even weapons get a pass, same with armor...but activities?? In my mind anything that would progress or reveal story aspects shouldn't be exclusive, that means that we arn't getting the full experiance. That's the difference...'enhanced' experiance and 'full' experiance. Don't confuse the two Bungie...
