I dont think it will have resource gathering, because I dont see crafting being part of this game, but if it is, then your idea would work. Just like traditional RPGs, you go to an area that you know has the materials you want, and then gather them. This idea is the same, it just makes gathering a lot more entertaining, and enhances the feeling of accomplishment.

Oh and something I just remembered is the E3 demo, where we see the thunderlord's progression tree, and the gun's perks cost something called "weapon kits" so it would seem that there is some kind of resource, but I would guess that weapon kits are either already a loot reward, or purchased in the town as a money sink, or both.

They have said very little, so for now I'm assuming that resource-crafting will exist for something ;)
