I raid a lot, so my PvE balancing is usually from the lens of raid content. In that lens, bubble is dogshit.
There was a massive failure of understanding bubble's place in the meta when the change was made to reduce its damage bonus to 25%. Now it's just a worse Well of Radiance with no active protection. Now any solar subclass can throw out a melee and do exactly what bubble does. You want an overshield? Throw down a 40 second cooldown Bastion barricade, not a 7 minute super. The only thing bubble actually helps with nowadays is titan nuke builds with Wormgod's, generally a solo play/low man strategy. It doesn't even offer anything a normal void overshield from one of 3 other sources lacks.
I've got 2 ideas to fix this.
Either revert Weapons of Light's change so it's an appropriate complement to well like it was in year 3/4. Back then, the two supers worked together. Pop down the bubble for the higher damage bonus and the well for survivability.
Or, just do what you did when you made Bastion into a budget Rift and do the same for bubble. Make it so being in proximity (NOT just inside) of the bubble recharges a void overshield, pauses the Weapons timer, and gives Rally Barricade buffs. Maybe make it a waist high ring around the bubble so there's some cover too. This gives bubble that active protection that makes Well objectively better.
Here's a bonus third idea that no one's gonna like: Make Citan's work with bubble. Reduce its HP by whatever percentage the barricade's HP is reduced, and let us shoot through it. Don't know what that would do to PvP, don't care.
Right now, it's just a fact of the matter that bubble offers nothing compared to a well, and even if the team is missing a well, any solar subclass can give the bonus bubble offers with less resource cost. The super needs help.
