This stems from my own experience, but I know it’s not just mine.
I feel really bummed out when I do so many runs of a raid, to the point of almost burning out on it, just to keep trying to get something that I may or may not get.
Yesterday, after my 50th clear of Vow of the Disciple, I got Collective Obligation, the Exotic Pulse from Vow.
To frame how I look at it, I had the Disciple-Slayer title before my 30th run. It was very frustrating to continue to need to do the raid multiple times every week in pursuit of a single item. Luckily, I loved Vow so it was not a chore, but it still didn’t feel good to go back every week because it felt out of Obligation (pun) rather than something to enjoy.
I’d really like it if the Raid Exotics could be tied to something tangible and guaranteed you can work towards (in addition to the chance drop). In an ideal situation, maybe if you complete the raid seal, you get the Exotic. I’d be hard pressed to say it wasn’t “earned” at that point as you have tackled all the raid was intended to offer.
In addition, a few seasons after release, it’s harder (not impossible) to find groups for non-current raids, and usually the people you find are trying to get the Exotic like you are.
Tl;DR It feels really bad to have completed all the challenges a given raid has and to after all is said and done, still need to grind it relentlessly for a tiny chance at an item that’s never guaranteed.
