Heavy Handed and Melee Wellmaker are bugged.

For ages I simply thought Heavy Handed didn't work with certain melee attacks like a Titan's Consecration, but this isn't the case. All melee attacks can benefit from Heavy Handed provided they're at 1 stack of Charged with Light. Certain melees like Thunderclap and Seismic Slam (aka Shoulder Charge) don't have this issue, and Heavy Handed works just fine no matter how many stacks of Charged with Light they have. I originally started off Season 18 using Striking Light with Heavy Handed on my Warlock, so I was pleasantly surprised I was getting almost all of my melee energy back when I was using the new Warlock melee ability Lightning Surge. At the time, I didn't realize the only reason this build was working was because Striking Light was removing a stack of CWL, so I thought Bungie patched out Heavy Handed's functionality with Lightning Surge when I switched my mods around. Thanks to a conversation with my friend Zeonis, we figured out Heavy Handed can refund melee energy on all melees if it's at exactly one Charged with Light. I tried all different levels using Supercharged to get to x5 Charged with Light to no avail. One issue we discovered within our testing was how inconsistently melee energy was being returned to us. After some experimentation, we figured out that if a player automatically grabs a melee well upon killing an enemy, the melee well will interfere with both the Heavy Handed and Melee Kickstart mods. The reason for this is the Melee Well will change a player's Charged with Light stacks to x2, so the Heavy Handed won't trigger due to being bugged. As for Melee Kickstart, if a Melee Well is picked up instantly, a small amount of melee energy will be returned to the player, so Melee Kickstart won't think that all of a player's melee energy has been expended. Hopefully this post will gain some traction and visibility and allow Bungie to fix these issues. I'd really like for Heavy Handed to work with every melee ability, so my sincerest apologies if Bungie ends up taking it away as a result of this video. Anyway, I hope this helps.
