Well, loot is a big incentive in Destiny 2, and ARs are bad weapons so where would be the incentive of putting one in a raid that Bungie wants people to participate in? That's why HCs are almost always part of the loot pool because they're consistently the strongest weapons in the game.
My guess is that it'll be next update. A dev said they plan on making ARs viable in update 19 so that would be a better time to release a new AR.

You could say the same about scout rifles, especially 180s which only are serviceable in pve which is a percentage of value gone.

Then in the ranges where ARs are good, SMGs greatly outshine them. And in PvP it's even worse. SMGs, HCs, and PRs just completely outclass them.

Because they are tuned like crap and they like taking their time making decent changes for them with their excuse of "trying to avoid creating a meta." Meanwhile they'll just throw blanket buffs to pulse rifles like they did a while ago (which included recoil reduction) which completely contradicts that logic. They have obvious favorites, nobody can deny that, but maybe not enough good feedback is being given on the topic.

I'm not disagreeing with ya. There's obvious favoritism towards HCs and distain towards ARs even though they're very popular. But going back to your OP; considering how underwhelming ARs are in both PvE and especially PvP there wouldn't be an incentive to put one in a raid.

Scouts are great in endgame content due to their ability to take out adds from a safe distance. They were useable before the buff in GMs and Raids.

Well that's ignorance on my part but I swear I head people nonstop complaining about how weak they were.

They were bad in easy PvE like strikes, gambit, and easy Nightfalls. For general PvE play they were underwhelming. That new scout is an absolute monster.

That perk combination is nasty...which is exactly something that could've also REALLY sold an auto rifle. My first doom of chelchis had frenzy and firefly and I was like TF IS THIS? I wasn't expecting something like that to even be possible and looking at the other options including the origin trait...really makes me wanting anguish of drystan more. I can understand them wanting to incentivize the loot pool...but 3 raids in a row with nothing? With 2 of the raids already previously having one? I don't like that very much. It just feels too intentional.

That's where I lean too. A small recoil reduction and just tweaks to make them FEEL good is what they need most. Having to fight every single weapon archetype within their optimal ranges is a constant uphill battle when their only forgiveness is if they miss...which really doesn't matter on the higher end of the skill bracket. I will say, quicksilver storm is easily the coolest auto rifle they've made and it is actually really fun to use. It feels strong, it looks good, it just costs way too much lol.

Oh I completely agree. It's a great looking weapon. Didn't seem exotic worthy though. Maybe a catalyst will change that.

The grenade launcher shots did like 40k which is pretty solid.

It got disabled because it had some weird glitches. The grenade launcher I think was fairgame. Look up the glitches, it actually made me laugh what it does to you.
