Saints Row 4 was basically "lets take these cancelled dlc ideas from the third game, and make a whole game around them." There's even a dlc for 4 that's basically "Hey, we still have the storyboards and stuff from that cancelled dlc, lets use that to show what this came from." And despite how insane 4 was, it was still more coherent as a story than 3. 3 feels like they were going to use the same formula as 1 and 2, and then in the last quarter decided "Nah, lets just merge the three rival gangs into one and have the players go through a linear story to take them down" instead of "let's make 3 separate stories with a closer at the end." which also ended up having zombies just.. haphazardly shoved into the middle part somehow. The new Saints Row is basically a hard reboot because a big part of Saints 4 was that the Earth was destroyed so... how do you really continue from there? -

The psuedo sequel to 4 sent Gat and Kinzie to hell to rescue the Boss from marrying Satan's daughter. The credits to 4 teased that the Saints used the time machine on the alien overlords ship to rescue famous people from throughout time. Also if you want space Saints Row... play Red Faction Guerilla I guess? 4 was.... 4 was better than 3, but the super powers kinda made guns and vehicles redundant. It made the portions of the game where you have powers taken away from you kinda.. suck. The wanted meter was crap, it had a cap at 5 which immediately removed all the mooks and spawned a large boss that if you beat, reset the meter to 0 so you couldn't even go on hours long rampages. the city was simulated, and constantly had pixelation and glitches which got worse as you continued the story and destabilized the simulation, and the only option to turn it off was a cheat that would disable achievements and trophies. All the same -blam!- from the upgrade system in 3 was present, including not being able to turn off dual wielding for pistols and smgs. of note, I'm from Australia, so an entire level was removed from the game to make it sellable here because it had drug references, so I didn't even get to do Shaundi's personal mission. -
Yeah I enjoyed 4 a lot but it was painfully obvious that it was just a bunch of DLC for 3 with a full game price tag. And as much as I felt like 3 was a downgrade from 2 in some aspects, it at least felt like a genuinely new game. That is my overall opinion on this one tbh. I was hoping for something other than Saints Row 3: Episode 3, so the fact they’ve put the franchise in a washing machine to try and freshen things up will hopefully pay off a game or two down the line (if they get that far).
