It is a mixed bag. No one here will deny that CBMM came with it's own set of problems and woes. The problem here is how the system was implemented. If it were true SBMM, you would see a rise in connection issues and rubber banding, so bad that it would be to the point that a lay person could tell the player wasn't hacking, they just "had bad internet".
The game works off peer-to-peer connection for PvP lobbies, so I don't even think a true SBMM system could be implemented. Couple that with blueberries inviting their veteran buddies to a fireteam and getting matchmade into a roflstomp of a lobby, and vice versa.
I personally think that SBMM is the better option, as you receive less mercies and have lobbies where you have to think in control past "gun goes BRRRRRRT".
