I've always loved the look and idea of Vesper of Radius, and was a bit sad to see that it didn't make the cut for the first pass at Arc 3.0 exotic reworks. I know that the team has stated they intend to look at other exotics, but that doesn't necessarily mean Vesper will cross the table any time soon, so here's my suggestion for a slight rework to tie into Arc 3.0
"Rifts release an Arc shockwave when cast [b]that Jolts enemies caught in its radius. While Amplified, your Rift casting speed is increased and the shockwave Blinds enemies on hit while also affecting a larger area.[/b] Rift energy recharges faster when you are surrounded by enemies."
This provides the initial burst much of the same functionality while giving it a glow-up with the Jolt keyword synergy. Additionally, it rewards going all-in on an Arc class by providing an additional synergy when Amplified, which is something that Warlock needs more of in general. As far as PvP concerns go, while the additional Blind effect may seem imposing at first, the requirements to be amplified, have Rift available, and then get close enough to an enemy to hit them with the wave would very likely make it a non-issue in practice and not be any more oppressive or disruptive than current sources of Blind.
For the vague increases above, I would imagine something like a 50% increase to rift casting speed, and a 30% increase to the shockwave radius (it is already quite small at base).
Lastly, while not intrinsically tied with the listed Exotic perks, making it so that the Arc shockwave is released [i]alongside[/i] the Rift cast instead of after a short delay would be a MASSIVE improvement to how the exotic perk feels to utilize.
