Have you tried using DDU to uninstall the driver and then reboot, clean install and see if the problem persists? advance Nvidia driver search you can also look for older drivers here.

Appreciate your help! I was able to rollback to an older nvidia driver from back in March to test out (512.15). Based on what I noticed others said and my own experience, this issue seemed to pop up more close to Summer time. So far after nearly 10 boots of the game and loading into the tower, I haven't seen a single freeze/hang. My CPU usage will still spike on startup sometimes but not for the 5-10 seconds like it would before. I'll keep testing it out as I play and have time to, but this is already looking a lot more promising. I'll make another update in a few days in case this actually creates the fix I needed. Thanks again!

Not a single freeze or crash so far, really happy with this fix. I didn't end up using DDU to uninstall but did a clean install with an older Nvidia Driver and that seemed to be enough. Still currently using the 512.15 driver.
