Radiant is a 10% buff as opposed to Hedrons 25%, but look at how easy one is to keep proccing over the other right now. You can proc Radiant with every melee (which we can get back VERY quickly with various fragments or the Hunter aspect), a Hunter class ability, every solar weapon/ ability kill, and Warlocks can proc it with every fusion rifle/ LFR kill if they have Rain of Fire, making 2 of the fragments redundant.
Meanwhile, how do we freeze enemies? Three hunter melees (2 in PVE), one warlock melee (which doesn't always work), spending too long in Duskfields, bad positioning with Coldsnaps, more precision with Glaciers than Weighted Knife, supers, catch aggressive people off guard with Rifts, titans Icewave or whatever it's called, and getting shot like 4 or 5 times by turrets. Fun fact, most of these abilities recharge slower than light abilities, and for crystal spawning abilities, we need to be on point.
So, a 25% buff with an average 10-20 second duration with a long "cooldown" is too OP, but not a 10% buff we can keep active indefinitely? How does that work? Especially when Radiant makes some weapons that much easier to use.
