Got "Content File Locked" by the update, again.

This is the SECOND time this has happened to me after a patch was released. Because the Patch is still considered as "downloading" I can't use Steam's "verify corrupted files" feature, it doesn't matter how many times I close Steam and reopen it or how many times I re-download the patch itself, it's still says "Content File Locked". The last time this happened I had to re-download THE ENTIRE GAME THREE TIMES OVER in a single afternoon and FINALLY on the third one the patch went through. Last time this happened I was thoroughly ignored by all the CMs and Help accounts on Twitter and my post in here got buried so after I manged to "solve" the problem myself I just ended up deleting the posts out of frustration. I hope this is the last time this -blam!- happens.
