In order to enter in a GM Nightfall, you have to be at the Pinnacle cap with +15 artifact bonus; this because it's a very difficult activity and you have to be prepared to be able to complete it. I mean: how do you expect to complete The Lightblade GM if you are at 1560?
So why shouldn't the same rule apply in Trials of Osiris?
I'm not saying that a player must have the pvp skills, the right weapons and armor with god stats and perks. But it's something I've noticed mostly in Freelancers: people at 1520 or less at rank 10 of the Season Pass (probably New Light) who had no idea what they were doing.
If you only gave players access to the Power Cap with no artifact bonus, it would solve one of the problems of Trials Freelance: allies.
And this thing would not only help for vet, but also for New Light because they would know that, before doing that activity, you must first rise in power and prepare yourself well.
As for GM Nightfall.

It depends on what it would do to the player population but one of the things about the gms and master raids is that when there is a power level requirement people meet it. You really shouldn't be in Trials with anything lower than like 1540-1545 and even that's pushing it this late in a season. It might not be that big of a deal because matchmaking can most likely work it out but people with the really low levels do have to be put on someone's team. And its kind of different when it comes to freelance because your teammates can't control what your power level is.
