Now I'm a filthy hunter main so I probably don't have the best opinion on this but here is how I would do it.
Make blink have astrocytes range and CD with the helmet providing the weapon handling and radar buffs. The helmet could also slightly increase the range and decrease CD even further if it needs to. This would keep its usability factor as a jump without jumping twice and being left without anything for a good amount of time while the helmet takes the roll of making it more aggressive.

The real issue with blink is the CD, radar and weapon handling. The range isn’t that big of an issue
