The City needed funding to pay for construction and repairs so they imposed high taxes on applying shaders to weapons and armor. Drifter wasn't around during that time because he didn't want to spend a single cube of glimmer. He was absent because he didn't want to pay his taxes, and I'm guessing he still doesn't. -

Why would an immortal DRIFTER even pay taxes? Drifters don't stick around in one place for too long, for various of reasons. I think the Vanguard covers the Drifter's expenses, just as long as he contines to play ball with the Guardian & the Vanguard.
