I feel as if the Tractor Cannon is less of a "propulsion cannon," and more of "another shotgun with suppressive capabilities." I miss the good 'ol days, back when the Tractor Cannon actually launched enemies back instead of minor staggering or an instant kill with no gratification.
Lower the damage of the TC, please, and improve the "propulsion" aspect of it more... it really doesn't do much. Minor corpse launch and basic staggering to yellow bars? That's pretty weak if you ask me.
Don't get me started on the use of the suppression... The suppression almost doesn't even matter unless you're going against a guardian with their super active. The tractor cannon kills too easily for the suppression to be effective at all.
The tractor cannon is no longer fun to use, it truly feels like any other shotgun, shoved into the heavy slot. The satisfaction of launching enemies into the sky, off of cliffs and ledges, or into walls was what made the Tractor Cannon different from every other shotgun, and that needs to return.
Just imagine: Your fireteam is dead - and it's match point. You're low on health, just used your grenade and your super is nowhere near full. Then you hear it... a titan casting Fists of Havok (if that's even the name). You pull the heavy ammo off the wall, and just before the Titan can slam into you, the tractor cannon saves your life. You pull the trigger, and watch the suppressed Titan launch off the cliff - unable to save them self, you watch as they fall. And the match is won, you secured the final kill and your team has claimed victory.
TL;DR - Less killing, more launching.
