Trolls are people that do it consistently, I'm fairly certain it's not that difficult to tell when someone is trolling (like half the people commenting on this post).

But that makes it a value judgment, and I prefer to avoid systems that require authorities to make those, especially when: 1) there's a huge volume to look at; 2) the judges are volunteers; 3) there's no transparency, accountability, or review; 4) even the current process is flawed. Remember: Lost Sols was indefinitely banned for a comment in which he used the word "poopie" in response to a troll who was harassing him (in a comment which was deleted).
