The reality is that most "reports" are not dealt with. I don't if this is because there are so many, or Bungie only does lip service. For instance, about two months or so ago I played Clash with a bunch of randoms. There was an opponent, went like 50 kills, couple deaths. That is not bad, some REALLY good players can do this every so often.
The problem: I shot a rocket directly at his feet, it explodes, (no damage) he then jumps up, like he was a half second behind what was happening on my end. We all had green pings. Huh...OK, whatever, I guess it happens. I shoot him with GG, nothing happens. So once the match was over I sent message to team asking what their impression was. All respondents said the same: he acted like he could "see" the future or something, or they were a step behind the action. We reported him.
So I kept track of him for a few weeks, he went from a 1.5 K/D couple months ago to 2..22 overall, with over a 3 in the last month. In competitive modes (IB and ToO) most games they have a K/D over 5, with many over 10. Still plays, no bans.

Maybe he isn't cheating, obviously I can't PROVE it. However, the evidence sure seemed like it. This isn't the only instance, I have out of curiosity started tracking players that seemed like cheaters. I've seen none of them banned.
This leaves only two conclusions: They can't/won't deal with cheaters OR the P2P model/coding is terrible that in many matches it seems like players are cheating who aren't. Neither conclusion is very heart warming.[/b]

There are a lot of cheaters out there. I doubt Bungie is able to keep up with all of them and ban them. But people have been banned so they do keep an eye on it.

I think this is probably true. It's like shop lifting. For every person a store catches there are 10 they don't. They spend so much effort, not to catch shoplifters, but rather discourage more people from doing it. If Bungie did nothing the cheating would be much much worse because dirt bags would realize there is no risk.

Or maybe only you 6 reported him Most people don't even use the report system and expect bungie to see it all Friend of mine who never reads updates or forums only found out about the report option 3 weeks ago..he has been playing since week 2 And some don't think they should waste the time to use...because they dont think it works Kinda like what this post premotes...

Maybe, but this player played 100+ games of ToO over the last month with a K/D over 6. I find it hard to believe that he didn't get reported at least a dozen times. My guess is that there are too many false alarms with reporting, that people report mostly because they got butt whipped; thus Bungie only stops the absolute worst offenders, like maybe top 10% of cheaters.
