Well, the connection In Destiny is peer To peer, so, when you end up into a game with people that lives far from you (other country maybe), some kind of lag is going To show up. Using my example, i am brazillian. Whenever i end up playing with north americans, i can easely tell that i begin to lag a little bit. When i notice that i simply quit the match in order To keep other people's pvp experience intact.
That being said, if you lag on every single match (even when playing against your neighbor) because of your poor Internet connection, you simply should stop playing pvp until you fix your stuff. It may sound a little drastic, but it's no one but your own fault that your internet sucks, so no one but you should suffer the consequences.

I play with people from all over the world and is never a perfect green lobby but it's always playable. Sometimes there is just one that brings the entire lobby down tho
