Hello all,
We have been investigating the issue where Xbox One players experience a re-download of a 76mb update every time they play Destiny. We have a few troubleshooting options that [b]we highly recommend players attempt in the order we present them[/b]:
[b]Check your internet connection[/b]
Are you on a wired or wireless connection? If you are on WiFi or mobile hotspots, we recommend using a wired connection to complete your installation, as sometimes this update is due to the connection failing or hiccuping during the update.
[b]Clear your cache[/b]
Clearing the console's cache has been the most successful way of getting out of this state. Please see below for more information as there are [b]two ways[/b] to clear the cache on your console. Once it is cleared it will resume your update.
-Launch Destiny on your console (Do not press A to play)
-At the sign on screen (the screen that prompts you “Press A To Play”) press and hold the following buttons for ~10 seconds, or until the game launches : Right Bumper (RB) + Left Bumper (LB) + down on the dpad
-[b]PLEASE NOTE:[/b] This button command should only be used on the “Press A To Play” screen
OR
-Completely shut your console off
-Go to Settings
-Go to Power & startup
-Press Turn Xbox off
-Once the console is completely off, unplug the power cord from the back of the console and let sit for ~5 minutes
-Power the console on and re-launch Destiny
[b]Re-launching the game after playing a different game[/b]
This issue could also be caused by game installs overlapping each other on your hard drive. Sometimes this can be sorted by simply closing Destiny and launch a recently played game (that is NOT Destiny). Please follow the steps below:
1. Launch Destiny
2. Close Destiny
3. Launch recently played/downloaded game
4. Play for a bit (20-30 minutes is recommended)
5. Close recently played/downloaded game
6. Launch Destiny
At this point, the update will pop up and follow through, and the issue should resolve.
Players who own the disc copy of Destiny have reported that their issue resolved after borrowing a friend's disc and attempting the update, or cleaning the disc. We realize this issue can occur with digital copies, and this solution may not be ideal.
[b]We are aware that these steps may not resolve this issue, and if none of these steps help then re-installing the game may work.[/b] Your progress and characters are saved server-side on your account, so you do not need to worry about losing progress if you uninstall. Please know that Bungie is investigating a report on people who cannot resolve this issue with the steps provided. We thank you for your patience as we investigate.

Yeah, so I've tried everything you've told me, and it's downloading right in front of me for the 7th time since DLC release. Unplugged console last night for 20 minutes. Even manually cleared locally saved games. Even had it running just fine earlier today. Closed the game. Didn't turn my console off. Played Shadow of Mordor for about 30 minutes. Closed game. Waited about 30 more minutes. Started Destiny - jumped straight into downloading ~78MBs of update. This is not on my end.

So I have intermittently had this issue and I have tracked it to 2 possible things. It could be one or the other or a combination of both, or something completely different I suppose but, here is what I've found. My first issue was when I was on wireless, my Xbox One is on the other side of my house from the router and I only get about 2 bars of signal, SO the fix for that was to, of course, plug it in! I have moved my Xbox One so I can use it on a wired connection and have had FAR less problems, however some problems still persist and so, on to the next issue I noticed. (I'm working on upgrading my wireless network in the house so I can have my Xbox in the room it is "supposed" to be in :-) ) The other issue I have noticed is also something mentioned in the "potential fixes" in this post, and that is, another game is trying to download/install an update at the same time. You would think the console and/or apps would be smart enough to know when you had launched another app and when that app was updating and give it priority but, that doesn't seem to be the case. I had SEVERAL error codes as my Destiny was trying to update and finally browsed to "my games and apps" and saw that AC Unity was installing an update, fabulous..........cancel that and, all good. Just thought I would share a couple of my experiences in hopes it might help someone else who is having issues!

None of these things worked. The fact is all the suggestions say its something wrong on our end. Just like allot of problems with this game its not us its you. Ive never had such a broken game before, and I played ET on the atari. Which probably had more story than Destiny also. Just fix the damn game. Eh halo will be here soon. Fix it or not this game will be done soon enough. Very sad cause I love the game when it rarely works.

These steps do not work for me either, even after reinstalling destiny the same thing continues.

I am still not able to play after I reinstalled the game and followed all previous steps yesterday any new information on this problem yet

I have tried the power cycle, I have tried the wired connection, and I have even uninstalled and re-installed the game. The clearing of the cache was made unclear in previous posts that I have read. I will try that when I get home from work today and post back my results. Thanks for these tips.
