Sundial Blocked to New Light Players

I believe this is because of the Devils Ruin quest but the sundial requires you turn purchase the season pass. You are allowed to use the sundial once to pick up the seasonal artifact but after that it gets blocked. Is this intentional or a bug?

    This is where the pay to win part of Destiny 2 kicks in. (Locked weapons, exotics, abilities, behind a seasonal paywall). Wish I had known about this before getting it. The content paid for each season has become temporary content, and with each season having you reset, it turns into a grind game, with borderline "content". In all honesty, if the pay to win items weren't locked behind season passes, the "content" the season pass brings and then ultimately removes, wouldn't be worth the $10. It's basically a cheaper subscription fee than other mmo's, and with a lot less content would be acceptable. However, the pay to win feature, and the fact the payment gives you access to temporary activities, almost feels like you are just throwing money into the trash. The dlc's are well worth the money and are content you get to keep and play. The season pass is the temporary not worth it pay to win gameplay. All this has been outlined numerous times in videos / gaming magazines, and isn't even debatable. The only people that tend to have a problem with said fact, are fan boys, or ones that truly don't understand what pay to win is. I don't believe Izi is behind the season pass wall, it's part of a dlc (which technically would still be considered pay to win) but you do get permanent content with it. Levi's breath, devil's ruin, bastion, and i'm sure more, are locked behind a time limit pay to win system that i haven't seen done this way. The system may work for console people (as a lot is acceptable to them, like locking multiplayer behind a monthly service with some games, utterly ridiculous) but PC players don't go for the greedy tactics, aside from fanboys.
