Some players have reported that changing the game language may resolve the issue.
If that doesn't help, in your Games library, right-click Destiny 2 and go to Properties. Click Local Files then Browse Local Files to open your Destiny 2 directory.
Remove all files in this folder EXCEPT "Packages."
Then verify the integrity of Destiny 2 game files again.

like Markus said this is really outdated information! You said you are working on this issue to fix it. Where is the fix?? I tried at least 10 different things and nothing sems to work, including all of your "solutions". There are people who fixed this issue with your solution but majority of us didn't! Are you working on this porblem or not like you said months ago?? I really like the game and wanted to buy the expansion, but this bug keeps me away to buy. There are also other issues around. NAT problem for example. Why a person can't play the game normally when bought or installed?! Don't get me wrong. You really rocked with the game, you've made a fantastic multyplayer game!
