Apparently the Vanguard have access to the Grimoire
In the latest narrative preview, Saint-14 is about to go on his Crusade against the fallen houses and asks Osiris to lead as the vanguard commander. This is his reply.

I guess this is how ghost knew about the books of sorrow. But that begs the question:
How much about the lore do the Vanguard know?

A grimoire by definition is a textbook of magic, spells, how to create talismans and whatnot. What that probably means in game is that the last city grimoire is a collection of technical and engineering knowledge and probably intelligence on various enemies
