Why? The result wouldn't differ from searching members for your fireteam here on the website and it would be faster and more convenient. Of course some boxes had to be ticked for the raids and preferences. But in comparison to this page, the game would filter unfitting candidates before they are matched with you. Making the whole process more reliable. Currently everyone can state false information, for example that they are experienced or have a mic, just to get into the fireteam. Also many people don't respond after they joined your fireteam here, because they are unfamiliar with how the system works right now. With matchmaking there wouldn't be such thing, because it would be done automatically. It would benefit veterans and newbies. And like I wrote, matchmaking should be optional. It should not replace a custom search, but it should be there.

I'll just let you keep believing that, But higher level activities that requires specific builds and strong coordination will never have mm especially raids.

Actually its very much possible nowadays. Need something specific? Just tick the options for it. A filter system provides you with the missing member best fitting for your team. We are not in the beginning of the internet. You could even make it intelligent and have algorithms calculate the best possible candidates for the searching fireteams. It would find the missing builds on its own. Is it a lot of work to implement and does it need more thought? Totally. But is it possible and worth it? Yes, because it would make the activities more fluent and the game itself faster. Less waiting more playing.
