Save data such as characters and progress are permanently bound the platform account that was used to create them. Cross save would allow you to use those characters on other platforms but there is no method to transfer or use characters on a different same platform account.

Deleting your account wouldn't change your name necessarily. If that is all you want you can change your Bungie name in your Bungie. Net profile settings
