Couple thoughts:
1. “We” suggests you were doing the Quest as a group. Have you tried switching out who was fireteam leader? Have you tried completing the final step as a Solo player?
2. Along the same vein, are you sure everyone in the group obtained the Quest in the first place, and was everybody on the same step?
3. Have you tried clearing your cache?

Hi! Thanks for the suggestions. We did start it in a group but thought that might be the cause so or first thought was to go back out and do it solo. Didn't work. We restarted the game. Didn't work. I even abandoned the quest and restarted, didn't work. We're all on ps4. Maybe Randal just ate him or something. lol.
