The categories have nothing to do with quality/strength. They're associated with probability of drop.

That's exactly what I'm saying. I'd wager 25000 gimmer that a legendary with good upgrades/perks is more rare than exotic. Xur even sells exotics, tell me how non-vendor legendaries with well complimented perks are less rare? It's not a black and white line of rarity...
