In my opinion, I would think it would be a little redundant to have the ability to design a character and then never see there face. But then I think about my time playing all these other rpg's and realize I never see their faces either since I play first-person view. So it might be that the CC is for us to feel more connected to our character, rather than playing as some default person. Though I would really like the ability to take off our helmets at certain places in the game, or have it ripped off in cut-scenes, it wouldn't really bother me if we didn't. At least I would know what my character looks like (Imagination).
