Why not bring back the modifiers small arms, specialist, and daybreak?
It'll help spice things up in the vanguard playlist. People will dust off their favorite weapons to take advantage of the damage boost and daybreak will add a fun extra level of difficulty mixed with a touch of mayhem. All were in D1 and could easily be put into the rotation.

They just need to be more rewarding, and really more challenging, a legendary strike playlist would be a start, with a level cap and interesting positive and negative modifiers to navigate. And secondly they would need to be more rewarding, each strike should have its own unique themed armor or weapon drop seperate from the nightfall pool, everyone loved the scored guardian games strikes , so add strike scoring back Alot of these ideas came about in D1 and were popular , so the mystery is why Bungie abandon them in D2?, you build on and improve good ideas, not replace them with bad ideas , that's like if they scrapped the wheel and tried a concrete block
