Bond of the Emperor's Minister cannot be used or Armor Synthesis
Hello,
I've got the complete Emperor's Minister Armor set unlocked for my Warlock. However I can only turn the helmet, chest, gauntlet and leg armor into ornaments. The Bond of the Emperor's Minister is simply not present in the list of Warlock bonds that I can turn into ornaments.
And I'm sure that I've unlocked that bond because I can reaquire it from the collection screen.

The complete Noble Constant Type 2 armour set seems to be missing as well.

I have the same issue with Sovereign Legs. Have them in my vault and collection; do not see them as an option for an ornament.
