So you're trying to do The Last Word quest? The start of The Last Word quest begins by visiting the Drifter where he would have a blue quest marker called The Draw. When you visit the Drifter for that first step he should give you an artifact that turns into a quest called The Cleansing. The Cleansing will have three objectives on it, all related to Hive. Once you complete The Cleansing, the quest should then move to The Temptation. So unless you've completed The Cleansing, the issue you're having with not getting The Temptation is that you've either picked up The Cleansing and have ignored it, or you've yet to visit Drifter and accepted it from him.
