The Emblem for overriding all 40 Sleeper Nodes has been bugged at least since Black Armory already, since that is when my friend did all 40 and he didnt get it. I finished all 40 in Season of the Drifter or Opulence and also didnt get the emblem. The newly announced fix for sleeper node frequencies (https://www.bungie.net/en/News/Article/49478) will help getting the triumph but is useless for those wanting the emblem.
