Is the tower loading issue a byproduct of the Empyrean Foundation? And is it a "known issue?"
Can't find this in the Known Issues, but since the Empyrean Foundation came out I have been having major issues loading into the tower. My longest load time before I switched characters was around 30 min. Sometimes switching characters doesn't even work.
