So I've had this issue since D2 came to Steam, unable to break 60 fps in most areas of the game on a Ryzen 5 2600 and an RTX 2060. I have; Undervolted my GPU, uninstalled/reinstalled drivers and the game itself, optimized Nvidia Control Panel settings, updated chipset drivers and mobo BIOS, went through the CVARS troubleshooting guide, cleared my Steam download cache, and made sure my 2x8GB DDR4 3000 Mhz RAM was working correctly. Any ideas?

I have the same setup but with an Intel i5-8400 and 2x8 GB 2133MHz RAM. I get consistent 60 fps at max settings in most areas even while streaming/recording at 1080p60. Anything above 1440p and you start to drop frames below 60.
