Could it be a possible software application using a lot of resources on your systems? I have that issue with Discord. One time it uses 12% of my i5-8400. Then suddenly it uses 35%. To resolve I just force quit Discord from Task Manager then relaunch Discord.

Nope, it's an issue only happening with destiny My pc is a close equivalent to an i7 8700 and gtx 1080 Definitely shouldn't be having an issue.
