Console and pc needed this nerf to be seperate from one another. The recluse is no doubt easy mode, but the effective range and accuracy on console vs pc when it comes to recluse is night and day difference. I fear that the recluse will be almost useless on console with the coming changes. Especially seeing as its the headshot multiplier being changed. Console doesnt stand a chance hitting headshots consistently on the recluse with its recoil. Perhaps it wont be as bad as I think, we will have to wait and see.
