You will need to wait the 90-day cooldown after deactivating Cross Save before activating it again, no matter what reason you have to disable the feature.

So it shows my characters on there after i disabled cross save. Can i immediately sign back in to steam with my new account and have it transfer over? or how does that work?

Bungie does not transfer character data between accounts. If you lost access to your original Steam account, you will need to start over on a different Steam or other platform account.

Seriously. So even if I sign into a new steam account on cross save it wont matter?

If that's where your character data originated, you'll need to work with Steam support to recover access to the account in order to continue using it.

Technically originated from battle.net but yeah I am emailing them about recovering my account if not I will ask about transferring.

You'll need to work with Valve to recover your Steam account. If you're unable to, then there's nothing to be done. Your save data is pointed to by your Steam ID when you log into the game. That save data cannot be moved to a different Steam ID, so if your characters are on Steam, they're associated with that Steam ID, and only through the use of that Steam ID can you access them. Even if you're unable to recover your account, Bungie won't move your save data from one Steam ID to a different one. So, hopefully, you and Valve can work together to get your account back.
