Exotic engram drops - SHOULD be at “pinnacle” level

I just had an exotic drop at 950? Even exotics aren’t at 951/952 inline with my light? I can’t advance and have had 5 x energy weapons at 951. Three raid drops and two times the last dance at 951. Is this a glitch? Anyone else have any feedback? Thanks!
