At this point i have given up all hope of getting my characters back. Bungie has been so silent on this issue that i don't think they will ever get it fixed.
It really sucks that they are not being more transparent about this.
Are we not owed the DLC we have purchased at least ? I had forsaken and the annual pass it would suck if i had to buy all this content again.

I ended up creating a separate steam account that was fresh, buying the expansion once more on the new account, getting a refund on the other, then link and perform the move. From there since the steam account was fresh, there was no data associated to it and the transfer went through. If you don't want to go through that, then fill out the form that Bungie provided in a reply below.
